I am <employment_status> <employer>. In this connection I am writing to express my concern about an investment made by the Connecticut Treasury’s Pension Funds Management Division. More specifically, through its $200 million commitment to the Global Infrastructure Partners IV fund the Division has invested in a company called Signature Aviation. Signature itself is an aviation services provider which provides refueling and ground handling services to aircraft affiliated with U.S. Immigration and Customs Enforcement (ICE) at Hanscom Field in Bedford, MA. This is the primary airport in New England used by the agency and the point of departure for many detainees from Connecticut.
The recent actions by ICE have caused substantial damage to communities across our state. Seventy eight percent of undocumented residents of Connecticut have been present in the United States for at least five years.1 When they are removed from our community they leave behind spouses, children, friends and neighbors. Furthermore, removing undocumented individuals en-masse from Connecticut stands to inflict substantial economic harm on the state. Ninety four percent of undocumented individuals in the workforce are employed, generating an aggregate $4,264,000,000 in annual income.2 This led to the collection of an estimated $406 million in state and local taxes in 2024.
Signature Aviation has been complicit in causing this damage. An estimated 6,000 ICE detainees were flown out of Hanscom Field on the 127 flights conducted by the agency in 2025.3 This represents 72% of the individuals arrested by ICE’s Boston Field Office (which is also responsible for operations throughout Connecticut) over that same period.4 Signature Aviation is believed to have provided refueling and ground handling services for all but one of these flights. Given that Signature is thought to service ICE flights in at least a dozen other cities, it likely helps the agency transport tens of thousands of people annually.5
From a business perspective Signature’s decision to work with ICE demonstrates exceedingly poor judgement by its executives, calling into question the wisdom of this investment. The company is rapidly developing a toxic reputation which will undoubtedly affect its ability to attract customers and find local vendors to support its operations. Protests have already taken place at Hanscom in addition to similar actions at Signature locations in Baltimore, Minneapolis, Seattle and Washington, DC. In addition, the governor of Massachusetts recently wrote an open letter to Signature’s CEO condemning its cooperation with ICE at Hanscom, concluding by stating “enough is enough”. This message was reiterated in a subsequent letter signed by ten separate labor unions in the state, including the AFL-CIO, SEIU, Massachusetts Teachers Association and Massachusetts Nurses Association. Finally, a nationwide campaign targeting Signature Aviation was recently launched by a pro-democracy group called Bend the Arc.
Continuing to hold an investment in Global Infrastructure Partners IV while Signature continues to work with ICE at Hanscom is an unacceptable course of action for the Treasury. Put plainly, you are a state agency which has chosen to invest in the detention and deportation of your own residents. Furthermore, Signature’s ongoing work with ICE represents an extremely poor business decision with serious negative implications for your investment. Regardless of any excuses that may be offered by Global Infrastructure Partners or Signature Aviation, it is time for you to take decisive action. For this reason, I ask that the Treasury publicly pledge to not invest further funds with Global Infrastructure Partners or BlackRock until Signature Aviation stops servicing ICE affiliated flights at Hanscom Field.
